What Plymouth Landlords Need to Know About New Rental Property Database

Plymouth landlords now have a firm deadline for the Government’s new Private Rented Sector Database, which forms part of the second phase of Renters’ Rights Act implementation.

This follows the Government’s confirmation of the full regional rollout timetable for the scheme, officially named the “Register your rental property” service.

It is the latest compliance requirement to emerge from the Act and will apply to every landlord letting a property in Plymouth under an assured or regulated tenancy.

There’s nothing you need to do yet. But with more than a year’s notice now on the table, it’s worth getting the key dates and requirements into your diary early, and Lang Town & Country will be keeping a close eye on the details as they’re released.

For our Plymouth landlords, here’s what’s confirmed so far:

15 August 2027

Registration requirements commence in the South West region

14 November 2027

Deadline for landlords and relevant rental properties to be registered

Two registrations for Plymouth landlords – yourself and your property

One of the key distinctions is that the new system will require both the landlord and their rental property or properties to be registered separately, each with their own reference number.

Registering as a landlord

Landlords will be required to register themselves with the new service and obtain their own Landlord Registration Number.

This will need to be done using a GOV.UK One Login, and the Government has confirmed this is a step landlords will need to take themselves, even where a letting agent is involved. Offline registration routes are also expected to be made available for those who need them.

Registering each rental property

Once registered as a landlord, each relevant rental property will also need to be registered and will receive its own Property Registration Number.

Letting agents will be able to provide certain information on the landlord’s behalf, but responsibility for starting and completing the registration will sit with the landlord throughout.

We’re awaiting further Government guidance to establish exactly what Lang Town & Country will be able to do for our managed Plymouth landlords, and what information or authority we’ll need from you to help.

For now, only properties that are currently let, or that become let during the rollout period, need to be registered. Empty properties won’t need registering until further guidance is published, ahead of a future requirement to register before marketing them.

What information Plymouth landlords will need to provide for the database

The property registration process is expected to include key information about the property and its compliance, potentially including:

  • Property and ownership details, including the number of bedrooms and occupants
  • Tenancy and rent information
  • Gas safety records
  • Electrical safety information (EICR or EIC)
  • Energy Performance Certificate (EPC) details, including any exemptions if the rating falls below the minimum standard
  • Personal details for the landlord, or organisational details where the property is owned by a company or trust

The Government has indicated that registration will cost £65 per property and will need to be renewed annually.

Do Plymouth landlords need to do anything now?

No. The key date to prepare for is 15 August 2027, with the registration deadline falling on 14 November 2027.

There’s plenty of time to prepare, and there are still a number of questions Government guidance needs to answer before landlords or agents can take any meaningful action.

What happens next?

We’ll be following developments closely and, as further guidance is released, we’ll provide clear information on:

  • How landlords register themselves
  • What information you’ll need to provide
  • How each rental property needs to be registered
  • What Lang Town & Country can do on your behalf
  • Any costs involved
  • What action you need to take and when

For now, please simply make a note of the dates:

15 August 2027: Registration requirements commence

14 November 2027: Registration deadline

More detail will follow as the Government confirms the outstanding practical arrangements.

As we have throughout the Renters’ Rights Act changes, the Lang Town & Country team will continue to monitor developments, prepare well in advance and keep our Plymouth landlords informed every step of the way.
