What is the Renters' Rights Bill?

The Renters’ Rights Bill is a proposed reform aimed at increasing protections for tenants while introducing new responsibilities and legislation for landlords. Some key proposed legislative changes include:

  • The abolition of Section 21 ‘no-fault’ evictions, however Section 8 Grounds will be amended to include various ways a landlord can regain possession.
  • Stronger rules on rent increases including Section 13 notices in writing.
  • All tenancies will become periodic tenancies.
  • Introducing a new Private Rented Sector Landlord Ombudsman to provide quick, fair, impartial and binding resolution for tenants’ complaints about their landlord.
  • Creating a Private Rented Sector Database to help landlords understand their legal obligations and demonstrate compliance.
  • Minimum housing standards for private rentals

While these changes aim to enhance tenant security, they also bring new obligations for landlords. Understanding these reforms and how they affect you is crucial.

The Renters’ Rights Bill is currently in its final stages in Parliament and is expected to become law in 2025, according to the government. However, the details have not yet been finalised.
