Renters’ Rights Bill nears final stage. What landlords need to know now

After months of discussion and debate, the long-awaited Renters’ Rights Bill is moving ever closer to becoming law.

Following a third reading in the House of Lords in July 2025, the Bill has now returned to the House of Commons, where MPs are expected to consider the latest amendments on 8 September.

With Royal Assent anticipated soon after, landlords across the UK – including many in Plymouth and the surrounding areas – are being urged to pay close attention to the proposed changes.

While some uncertainty remains, the direction of travel is clear: this legislation is set to introduce the most significant reforms to the private rental sector in a generation. For landlords, preparation is key.

Richard Rabin, Lettings Director at Lang Town & Country, says: “The Renters’ Rights Bill has come a long way, and while not everything is set in stone yet, we’re starting to get a much clearer picture of what landlords can expect.

What Happens Next with the Renters’ Rights Bill?

Although the Bill didn’t pass before the Parliamentary summer break, momentum is building.

With the Labour Party conference scheduled for late September, there is likely to be a political incentive to push the Bill through as quickly as possible.

Implementation will not be immediate – a transition period has been promised – but the Government has not yet set out a definitive timetable. It is widely expected that the bill could come into effect from January 2026.

However, this timeline could vary depending on which parts of the Bill are prioritised. For example, the Government may choose to abolish Section 21 ‘no fault’ eviction notices sooner than other changes.
